what are regiment fillers? what do they do and are they legal in tourneys

I think you are refering to the problem when you don't have enough models for the entire units.
You can use other models or bases as representitives for the missing models.
Its not legal in tournaments, but in freindly games I think must don't care.

A filler is a single large model that takes the place of many small models in a ranked unit. e.g. a Herdstone in a Bestigor unit.
EDIT: The filler should always have fluff relevance.
They're usually used in cases of particularly large units to save the player from having to paint lots of smaller models, and sometimes as a sort of show-piece for the army.
Most tourneys would allow them, since it should always be clear what unit they are "filling" anyway, due to the fact the filler will be surrounded by many rank-and-file models.

IIRC a regiment filler is basically a modelled base that 'takes the place' of regular figures...it counts as unit members but actually is just something like a piece of terrain....
Haven't got any examples to show you, and I'm not sure I've explained it very well....

ok thanks guys, one last question, what happens if too many models get killed behind your filler and then you have to start taking models off the gap filled by the filler, what happens then, do you just make a note telling how many models in the unit or what?

A few really cool ones I've seen are:
Doom diver in the middle of 30 goblins crashing into them
Troll from starter set, in the middle of the spear goblins from starter set
Vermin Lord in clan rats unit.
As far as WE goes the only option is EG and I can't imagine other than a tree what would work.
Personally I think it's a really cool idea (the doom diver especially) and making your regiment a diorama is great. I think it was Victoria Lamb who did an infighting orc unit which looked quite nice.

Ok. I was thinking of useing my chariot as 4 GR in an 8 man unit any thoughts?

I guess that could work. Though I wouldn't never ever use more than 5 GRs in one unit! IMO, 8 is very bad idea, it's only some more US and maybe few more arrows. That doesn't help too much...

Regiment filler seems like a god thing to have as long as GW keeps there stupid 16 models a box for rank and file regiments. Sadly for Wood elfs the only regiment that needs it is Ethernal Guard. A tree could be cool. I would also like a spite base (for the spite spare parts in Dryad/Glade guard/Glade Riders boxes. But that would look strange I guess since the spites are too small to be standing in the middle. But now I might have it a Treekin inside a block of Ethernal Guard. That could be a cool idea. Gotta think about it.

Oh man, today I saw another rad filler. An Ogre bull painted like some insane clown posse guy with ballons and all which somehow really fit in a unit of men-at-arms.
