Magic Mushrooms are Shiny Stuff, which makes them magic items. Page 120 of the BRB says that only one character can carry any given magic item (only one HoDA) in an army, so only one character can carry Magic Mushrooms.
The entry for MM in the army book says that A (singular) shaman may carry multiple magic mushrooms and they do not use up Arcane Item allowance. This over-rides some limits of the BRB, but not the 'one one per army' requirement.

IT doesn't say "You can have any number of this item in an Orc and Goblin army" thus it is a 1 char only upgrade... why would it be otherwise?
