What are you trying to do with him? Survivable general? Heavy-hitter on a mount? Eagle rider? Dragon rider? Beast in CC (on foot)?

I agree with Jamob. This is entirely situational. If you don't have to get in combat, I'd probably pick the waywatcher with some protective items. If you are looking for the most damage potential, I'd go level 4 Mage with moonstone. Close combat is tricky.
