If you pursuit, you does not suffer any movement penalities from terrain. If you declare charge and your opponents flee, you still must take just a normal charge move. Being as the prerequisite of a charge is to reach your opponent, I would say that, having failed their charge, the Wild Riders do not get the benefits of Fear and so their opponent does not need to take a Fear test to charge them if they make a failed charge.
