No, they're good enough as it is. Making them cause fear would IMO make them too good, and they would have to be more expensive as well (like 75 pts or something). I like them as they are.

Hyarion, I think the only case that applies is Tomb Scorps/Swarms (AFAIK) that don't show up, but then it's specifically stated in their rules. There's nothing like that for Drycha's units.

I don't think you would get any VPs for them, as you get for destroyed units or units that are fleeing/have fled the table. As they have never entered it, they don't qualify for any of them, thus not giving any VPs.

Bumping this up a bit. I've changed a few things:

The Eagle Noble got HotH.
The Dryad units are all 9 strong.
The GG are down at 10 with only muso.
The Scouts have been dropped to 5 with muso.

In this case, salamanders should be able to stand and shoot as well; and so should banshees. Hell, even the anvil of doom should be able to declare a stand and shoot. This doesn't make much sense to me, all fluff aside. Except that it clearly states in the description of those units that they can't...
