A sniper Noble I can understand but it is kind of wasted on a Highborn who could be better used elsewhere. The above setup seems too two-way to me - either tool him up for close combat or for shooting in my opinion.

No, since Games Workshop charges money for the use of the rules in the army books - they don't distribute the army books gratis after all. But rules on their web page are freely accessible and thus a translation does not make GW lose money since merely a free source has been translated.
