It usually refers to the number of attachments you're allowed in a single post. If you're trying to post images then most likely you're putting too many in one post. I can't remember exactly what the quota is set at, but try splitting the images over several posts.

Except that Wood Elves don't use BRB Spears. They use Asrai Spears, which are a completely new weapon entry. Unlike the spear rules in the BRB, the Asrai Spear does not state that it can only be used when charging. Only the +1 Strength bonus is lost when not charging.
